The Lagos State Electricity Regulatory Commission (LASERC) has identified 38 companies operating power generation and distribution facilities across the state that have yet to apply for the required licences and regularisation under Lagos’ electricity regulatory framework. The affected firms, including MTN, Flour Mills, Golden Penny and Lekki Port, have a combined generation capacity of nearly 600 megawatts.
According to LASERC, the companies were previously licensed under the federal regulatory regime but have not complied with the state’s mandatory licensing requirements despite repeated notifications and directives. The affected entities operate across various categories, including captive power generation, embedded generation, mini-grids and electricity distribution networks.
Some of the largest unregularised facilities include First Global Commerce Solutions’ 77MW plant in Ebute-Meta, Flour Mills’ 74.5MW facility in Apapa, and Golden Penny Power’s combined capacity of over 115MW. The development underscores ongoing efforts by Lagos State to strengthen oversight, ensure regulatory compliance and improve governance within the electricity sector.
