Internally Generated Revenue of Nigeria’s 36 states and the Federal Capital Territory increased by 40.93 per cent year-on-year to N5.15tn in 2025, compared with N3.65tn recorded in 2024.
The National Bureau of Statistics disclosed this in its 2025 Internally Generated Revenue report.
Lagos State accounted for the largest share, generating N1.77tn, which represented 34.4 per cent of the total IGR recorded at the state level.
Rivers State followed with N428.42bn, while Enugu ranked third with N406.77bn.
At the other end of the table, Yobe recorded N16.01bn, Ebonyi generated N17.18bn and Sokoto posted N20.48bn, making them the three states with the lowest IGR during the period.
The NBS said the combined revenue of the 36 states and the FCT increased from N3.65tn in 2024 to N5.15tn in 2025.
According to the bureau, IGR is broadly made up of tax revenue and revenue generated by Ministries, Departments and Agencies.
The tax components include Pay As You Earn, direct assessment, road taxes, stamp duties, capital gains tax, withholding taxes, other taxes and Local Government Area revenue.
PAYE was the largest source of tax revenue during the year, generating N2.64tn, which accounted for 69.51 per cent of total tax revenue.
Capital gains tax recorded the smallest amount at N12.40bn.
Nationally, tax revenue contributed 73.64 per cent of the total IGR generated by the states and the FCT in 2025.
