The Federal Government has approved an increase in hazard allowances and other earned benefits for members of the Non-Academic Staff Union of Educational and Associated Institutions (NASU) working in federal universities.
Under the revised package, senior employees will receive up to ₦486,000 annually as laboratory hazard allowance, with the new salary structure taking effect retroactively from January 1, 2026.
The approval was contained in a National Salaries, Incomes and Wages Commission (NSIWC) circular dated July 20, 2026, following an agreement reached between the Federal Government and NASU on June 29, 2026.
The circular, signed by the commission’s Acting Secretary, Adighiogu A. Chiadi, was addressed to the Chief of Staff to the President, the Secretary to the Government of the Federation, the Head of the Civil Service of the Federation, ministers, permanent secretaries and heads of government agencies.
According to the commission, the government has approved the payment of the Consolidated Non-Teaching Tools Allowance and revised earned allowances for eligible non-teaching staff in federal universities.
One of the major changes is the increase in laboratory, workshop, studio, clinical and occupational hazard allowances. Staff on CONTISS 1–5 will now receive ₦243,000 annually, up from ₦180,000, representing an increase of ₦63,000. NASU had proposed ₦360,000.
For workers on CONTISS 6–15, the annual hazard allowance has risen from ₦360,000 to ₦486,000, an increase of ₦126,000, although the union had requested ₦720,000.
The government also retained existing provisions for call duty, shift duty and clinical hazard allowances in line with current NSIWC guidelines.
On high-risk allowances, the commission said payments will continue under the Employees’ Compensation Act 2010 and the relevant NSIWC circular, rather than through a fixed annual allowance, despite NASU’s request for ₦300,000 yearly for affected workers.
The review also introduced higher responsibility allowances for senior non-teaching officials. Registrars and bursars will now earn ₦840,000 annually, up from ₦750,000, while directors, who previously had no responsibility allowance, will receive ₦600,000 annually.
In addition, deputy registrars, deputy bursars and deputy directors will receive ₦480,000 annually, while allowances for heads of departments and units have increased from ₦300,000 to ₦360,000 per year.
The government also approved a new annual responsibility allowance of ₦150,000 for heads of sections, a category that previously had no approved responsibility allowance.
