NCAA Halts Enforcement of “No Pay, No Service” Rule on Debtor Airlines

The Nigeria Civil Aviation Authority has temporarily suspended the enforcement of its “no pay, no service” directive against 11 domestic airlines over outstanding statutory remittances owed to the regulator.

According to a statement issued on Sunday by the Director-General of Civil Aviation, Capt. Chris Najomo, the decision follows an earlier internal enforcement action that placed the affected operators on a revised compliance list and restricted access to certain regulatory and administrative services until their debts were addressed.

The suspended directive had been introduced as part of efforts to strengthen compliance within the aviation sector, particularly regarding statutory remittances collected by airlines on behalf of aviation agencies. It was intended to compel defaulting carriers to either clear their outstanding obligations or enter into structured repayment arrangements. With the latest development, the regulator has paused enforcement of the measure, effectively easing immediate pressure on the affected airlines while maintaining its broader compliance objectives within the industry.
